Recommendation

The Operating Chairman of the Chicago Housing Authority (“CHA”) recommends that the CHA Board of Commissioners (“Board”) execute an amendment to Contract No: 13198 with Infor Inc. The requested amendment would extend the agreement’s term for 12 months from January 1, 2026, to December 31, 2026, and increase the funds for Contract No. 13198 by $518,182.

 

This amendment is intended to encompass the provision of Infor Software licensing along with a maintenance agreement for the existing modules. This amendment results in an incremental value of $518,182 added to the existing contract, maintaining the maximum total payable over the entire contract, including amendment, at $1,007,033. This financial adjustment covers a span of two years, beginning January 1, 2025, through December 31, 2026.

The requested action complies in all material respects with all applicable federal, state, and local laws, and CHA policies. CHA staff has completed all necessary due diligence to support the submission of this initiative.

Background

Infor (US), Inc. is the sole source provider for support and maintenance for their proprietary Enterprise Resource Planning (ERP) system.  Chicago Housing Authority utilizes Infor’s ERP software in the following business areas: procurement, general ledger, accounts payable and budget management.  Initially implemented in 2005, the system has been progressively expanded through the acquisition of additional licenses and complementary software components to accommodate the CHA’s growth and upgrading the system to version 10.

Procurement Activity

In accordance with CHA’s sole source procedures and the propriety nature of the software system, this remains a necessary procurement requirement for the maintenance and support for the Lawson platform and applications.

Diversity Contracting Requirements

The CHA staff has reviewed the proposed vendor and has determined the vendor’s utilization plan meets with the CHA’s stated goals.

 

 Infor (US), Inc. provides CHA the continued usage of a software license.  This is considered a supply and delivery purchase and not subject to compliance.  As an incumbent provider, there are no direct subcontract opportunities on this contract.

 

Vendor Background Information

Infor Inc. is a leading provider of enterprise resource planning (ERP) software solutions. Founded in 2002, the company has evolved from its initial focus on manufacturing to offer a broader range of industry-specific solutions headquarters located at 641 Avenue of the Americas, New York, NY. The acquisition of Lawson Software in 2011 expanded Infor's capabilities and market reach.

 

CHA implemented Lawson/lnfor, Inc. in 2005 and has continued to obtain support and maintenance on their propriety software solution.

 

Based on the foregoing, it is in the best interest of the CHA for the Board to authorize the Operating Chairman or his designee, to enter into a contract amendment with Infor (US), Inc. to provide maintenance and support in the total contract amount not to exceed $1,007,033.
