Recommendation

The Chief Executive Officer (“CEO”) of the Chicago Housing Authority (“CHA”) recommends that the CHA Board of Commissioners (“Board”) approve the award of a contract to the below listed contractor.  The contract shall be for a one-year term. The total not-to-exceed value of the contract shall be $1,829,400.

The requested action complies in all material respects with all applicable federal, state, and local laws, and CHA policies. CHA staff has completed all necessary due diligence to support the submission of this initiative.

Background

The project consists of the full modernization and electrification of a CHA owned 2-story (vacant) multi-unit brick building located in the Austin community. The building contains eight (8) residential apartment units. Each floor has four (4) units, and each unit has two (2) bedrooms and one (1) bath. The unit sizes range from 730-800 sq. ft. The building’s Gross Floor Area is 10,500 sq. ft. (including common area). The per square feet renovation cost is $174.

 

The scope of work includes but not limited to 1) exterior work including façade improvements, new roof, new windows, new entry doors, new fencing, new parking lot, exterior stairs, sidewalk work, partial underground plumbing work and landscape work; 2) interior work includes new finishes and fixtures throughout, new appliances, interior casework such as new kitchen cabinets and new bathroom vanity, new layout to include washer/dryer, and select floor joist repairs and removal as necessary; 3) MEP work includes new electrical system throughout, new ductless electric heating and cooling, new plumbing system. All work shall be performed within the existing building footprint unless otherwise noted and shall comply with all applicable building codes and regulations.

Procurement Activities

Specifications prepared by CHA staff were publicly advertised as IFB Event 3315 for 132 N. Pine Ave Renovations February 24, 2026. A Pre-Bid Conference was held on March 5, 2026, and ten (10) firms attended. Six (6) bids were received on March 24, 2026. The responses to the IFB are depicted in the table below:

After reviewing the bid submittal materials, CHA staff held a pre-award meeting with the apparent low bidder. Having completed its review of the submitted bid materials, the responses at the pre-award meeting and the recommendation of staff, CHA has determined that Alfa Chicago is the lowest responsive and responsible bidder.

 

Contracting Requirements

CHA staff has reviewed the proposed vendors and has determined the vendors utilization plans meets with the CHA’s stated goals.

 

Alfa Chicago, Inc. will satisfy CHA’s 30% M/W/DBE requirement as a self-performing MBE, certified through the City of Chicago, and by subcontracting to All Chicago, Inc. MBE certified through Cook County for 29.85%, and A-Masonry Group, Inc. MBE for certified through the City of Chicago 7.11%, They will satisfy their 10% Section 3 requirement as a self-performing certified 75%+ LI Hours Section 3 vendor. Alfa Chicago has a history of working with the CHA since 2017.

Based on the foregoing, it is in the best interest of the CHA for the Board to authorize the CEO or their designee, to enter into a contract for building modernization/construction work at 132 N. Pine Ave. with ALFA Chicago in the amount of $1,829,400.
