Recommendation
The Chief Executive Officer (“CEO”) of the Chicago Housing Authority (“CHA”) recommends that the CHA Board of Commissioners (“Board”) approve the award of a contract to the contractor listed below. The contract has a not-to-exceed amount of $20,732,698 for a three (3)-year base term from July 27, 2026 to July 26, 2030, which includes contingency funding. Additionally, the contract provides for two (2) one-year options within the not-to-exceed contract amount of $4,426,144, along with contingency funding of $442,614. The total contract compensation amount will not exceed $25,601,456.
The Board further authorizes the CEO to approve each request to exercise the extension options awarded under the contract.

The requested action complies in all material respects with all applicable federal, state, and local laws, and CHA policies. CHA staff has completed all necessary due diligence to support the submission of this initiative.

Background
The Chicago Housing Authority (CHA) has maintained a surveillance camera system across its senior and family housing portfolios since 2009. To enhance system reliability, strengthen visibility, and ensure consistent operational performance, the CHA requires a comprehensive modernization of its CCTV infrastructure. The existing network relies on aging cameras and outdated components, making the upgrade essential to sustain dependable video coverage and support long-term operational resilience.
Procurement Activities
Specifications prepared by CHA staff were publicly advertised as RFP Event 3309 for Camera System Network Upgrade RFP September 5, 2025. A Pre-Proposal Conference was held on September 16, 2025, and ten (10) firms attended. Eight (8) proposals were received on October 28, 2025. The responses to the RFP are depicted in the table below:

The recommended vendor(s) were selected through a competitive procurement process in accordance with Federal regulation 2 CFR § 200.318 that evaluated responses in the following areas:
1. Specialized Experience and Past Performance-- 40 points
2. Approach and Work Plan -- 30 points
3. Organization Structure and Key Personnel -10 points
4. Contract Requirements-10
5. Proposed Fees - 10
Final scores received from the Evaluation Committee were used to determine the competitive range. Oral presentations were waived, and best and final offers were completed. Based on the overall scoring, CHA staff recommend Motorola Solutions, Inc. for award to provide Camera System Network Upgrade Services as needed by CHA.
Contracting Requirements
The CHA staff has reviewed the proposed vendors and has determined the vendors’ utilization plans meets with the CHA’s stated goals.
Motorola Solutions will satisfy the CHA 20% compliance goal through direct & indirect participation, by sub-contracting to M/W/DBE businesses, MZI Group certified by the City of Chicago (MBE) 9.78%; City Lights Ltd certified by the City of Chicago (WBE) 0.05%; Simply E&C Corp is certified by the City of Chicago (MBE) 2.82%; Cartman’s Electrical Contracting LLC is certified by the City of Chicago(MBE) 2.82%; Torres Electrical Contractors LLC is certified by Cook County(D/MBE) 4.60%. Motorola Solutions will satisfy the Section 3 subcontracting goal by sub-contracting to Simply E&C Corp certified as a 75% LI Section 3 Business (2.98%) and Cartman’s Electrical Contracting LLC certified as a 51% ROB Section 3 Business (2.98%). Motorola Solutions has not held contracts with CHA as a prime contractor.

Based on the foregoing, it is in the best interest of the CHA for the Board to authorize the CEO or their designee, to enter into a contract for upgrading cameras and infrastructure with Motorola Solutions, Inc, in the amount of $23,274,051 with a contingency amount of $2,327,405 for the term resulting in an aggregate compensation amount not-to-exceed $25,601,456.
