Recommendation

The Chief Executive Officer (“CEO”) of the Chicago Housing Authority (“CHA”) recommends that the CHA Board of Commissioners (“Board”) approve the award of contracts to thirty-two (32) vendors to establish a pre-qualified pool to provide professional services across all CHA properties. The pre-qualified pool will provide architectural, engineering, and professional services for projects approved under the 5-year capital budget plan, including, but not limited to, elevator modernization, renovation, and capital improvements and maintenance. 

 

The CEO further recommends that the Board authorize funding for the contracts in the amount of $35 million for the three-year base term and two (2) one-year option years.

 

The Board further authorizes the CEO to approve each request to exercise the options awarded under the contracts.

The requested action complies in all material respects with all applicable federal, state, and local laws, and CHA policies. CHA staff has completed all necessary due diligence to support the submission of this initiative.

Background

CHA has identified several capital improvement projects across its portfolio of building assets ranging from single phase projects to multi-phased, multi-year programs that will require various categories of professional design services.

 

The contracts will be Indefinite Delivery and Indefinite Quantity (IDIQ) for a three (3) year base term, with two (2) one-year options.

 

The IDIQ pool will provide professional design services including architectural design, civil engineers, landscape design, structural engineering, MEP, facility needs assessment, and vertical transportation consultants for these projects. Task Orders will be assigned based on the category of service needed and will be awarded after a procurement process is completed for each project. The IDIQ pool streamlines the procurement process because it allows for solicitation to be directed at the existing prequalified pool of professional services vendors.

Procurement Activities

Specifications prepared by CHA staff were publicly advertised as RFQ Event 3323 for Architecture & Engineering Pre-Qualified Pool on February 27, 2026. A Pre-Proposal Conference was held on March 10, 2026, thirty-one (31) firms attended. Thirty-Two (32) proposals were received on March 31, 2026. The responses to the RFQ are depicted in the table below.

The recommended vendors were selected through a competitive procurement process in accordance with HUD regulation CFR 200.318 that evaluated responses in the following areas:

Final scores received from the Evaluation Committee were used to determine the competitive range. Based on the overall scoring, CHA staff recommends award to all of the firms to provide A&E IDIQ Professional Services Program and related services as needed by CHA.

Contracting Requirements

CHA has reviewed the vendors’ proposals and determined the vendors’ utilization plans meet the CHA’s stated goals.

 

AltusWorks will satisfy CHA’s  20% M/W/DBE requirement as a self-performing (WBE) certified by Cook County and subcontracting to CCJM Engineers (MBE), Terra Engineering (WBE) and Synnov Group (WBE). CCJM and Terra Engineering are certified by the City of Chicago. Synnov Group is a certified through Cook County. They will satisfy their Section 3 requirement by subcontracting. AltusWorks has a history of working with the CHA from 2013.

 

Angstrom LLC dba as Angstrom Design & Build. will satisfy CHA’s 20% M/W/DBE requirement as a self-performing (MBE) certified by the City of Chicago and subcontracting to Star & Crest Decorating Inc (WBE) also certified by the City of Chicago.  They will satisfy the Section 3 requirement by self-performing as a certified 75%+ LI certified Section 3 business. Angstrom has a history of working with the CHA since 2021.

 

bKL Architecture LLC will satisfy CHA’s M/W/DBE  20% requirement by subcontracting to Terra Engineering (WBE), CCJM Engineering (MBE. SMNG A Ltd. also assisted in the renovation of the William C. Jones Apartments during the 1990s. They are well versed in the CHA's requirements and are familiar with the specific sites.
