Recommendation
The Chief Executive Officer ("CEO") of the Chicago Housing Authority ("CHA") recommends that the CHA Board of Commissioners ("Board") authorize the CEO or his designee to authorize the disposition of land owned by C/S Lathrop Limited Partnership to Lathrop Preservation Phase IC, LP for a driveway easement.
Background and Approach
Lathrop Elderly is a 91-unit senior building in the Lincoln Park community area and located within the Lathrop Homes redevelopment site. Lathrop Elderly is owned by C/S Lathrop Limited Partnership (the "Partnership"). The Partnership was established as a single purpose entity by CHA to be the owner of the property and CHA has one hundred percent (100%) ownership of the Partnership. The property is subsidized by Project Based Rental Assistance ("PBRA") vouchers through the U.S. Department of Housing and Urban Development ("HUD").
As part of the redevelopment of Lathrop Phase IC, the developer, Lathrop Community Partners LLC, is seeking an easement on the Lathrop Elderly site to construct a new, approximately 210-foot driveway, connecting Leavitt Street to the newly constructed building (2740 N Hoyne) parking lot, including approximately 172 feet located on the Lathrop Elderly property. The driveway will include four-foot sidewalks on both sides and a 20-foot-long internal crosswalk that is approximately 10 feet wide. A black steel picket fence will run along the south side of the driveway, with gates providing access to both the building exit and the Lathrop Elderly parking lot exit.
