Recommendation

The Chief Executive Officer (“CEO”) of the Chicago Housing Authority (“CHA”) recommends that the CHA Board of Commissioners (“Board”) approve an Intergovernmental Agreement (“IGA”) with the City of Chicago for a 1-year term for six million dollars ($6,000,000) to provide additional police services. The CEO also recommends a 1-year option term for six million dollars ($6,000,000) that requires further Board approval prior to execution.

 

The requested action complies in all material respects with all applicable federal, state, and local laws, and CHA policies. CHA staff has completed all necessary due diligence to support the submission of this initiative.

Background

Since the Chicago Housing Authority Police Department disbanded in 1999, CHA has partnered with the Chicago Police Department via intergovernmental agreements to provide support at CHA properties to eliminate lifestyle, drug-related, and violent crimes while improving safety within the communities served. The recommended agreement will be a continuation of the partnership with the Chicago Police department that began in January 2000.

 

The agreement will provide police services beyond the routine coverage provided by the local police department including but not limited to:

                     Dedicated patrol watches at agreed upon CHA developments.

                     Collaboration and program assessment activities with CHA’s Safety & Security team.

                     Curated analytical support to provide reports and data specific to CHA assets.

                     Presence and participation at large community and CHA resident meetings.
